At the end of 2010, Zhejiang Province issued the “Zhejiang New Material Industry Development Plan (2010-2015)”, which clearly stated that Zhejiang Province will focus on the development of new electronic information materials, new energy materials, new metal materials, new inorganic non-metallic materials, and new chemical materials. , New textile materials and 19 categories of products in six areas, including chemical industry focus on fluorine chemicals, organic silicon, engineering plastics and synthetic materials.
In the area of ​​fluorinated materials, Zhejiang focused its development on high value-added fluororesin, ethylene-tetrafluoroethylene copolymer, transparent fluorocarbon resin for fiber, perfluorinated ion exchange membrane, perfluoroether rubber, liquid fluoroelastomer, and solar film. In the area of ​​macromolecule polymeric materials, the focus will be on development of bimodal polyethylene special resins, transparent polypropylene special resins, high impact polystyrene resins, high performance ABS resins, thermosetting resins and other special polyolefin resins to speed up butyl rubber and ethylene propylene. Rubber, nitrile rubber, rare earth and high-styrene-based butadiene rubber, and other national production facilities for rubber products that are in short supply, are actively developing and introducing high-performance rubbers such as fluorosilicone rubber, acrylic rubber, and isoprene rubber.
Since the beginning of this year, favorable policies have been frequently introduced throughout Zhejiang Province to support the development of the three major synthetic materials industries: rubber, plastics, and fibers. They have given priority to project approval, tax incentives, and financial support, creating favorable conditions for the rise and development of the industry. . The reporter learned from the interview that the number of the three major synthetic materials projects launched in Zhejiang this year has reached as many as several dozen, more than any previous year, and many of these major projects are at the leading position in terms of investment scale, technical level, and product level. Construction; The 200,000-ton/year caprolactam project jointly invested by Sinopec and Zhejiang Hengyi Petrochemical Company is currently at the end of its construction and is expected to be commissioned in April next year. The polyacrylamide-based carbon fiber independently researched and developed by Ningbo Institute of Materials Chemistry, Chinese Academy of Sciences, has now completed the pilot test. A batch of chemical projects such as the 30,000-ton/year silica-based carbon-based degradable plastics project of Taizhou Bangfeng Plastics Co., Ltd. and the 50-million-square-meter EVA solar adhesive production line of Hangzhou Forster Chemical Company are under construction.
Up to now, there are three major industrial blocks in Zhejiang, including the composite material industry, that have begun to take shape and are relatively mature: First, China Chemical New Material (Jiaxing) Park, and secondly, Quzhou Fluorine, a leader of Juhua Group. On December 14, the Zhejiang Development and Reform Commission convened relevant industry experts to review the projects included in the 2011 strategic emerging industry financial special fund project summary table. Among the 42 strategic emerging industrial projects that have been reviewed, chemical projects including synthetic materials accounted for 13 and nearly one-third of these projects. These projects will receive major support from provincial-level financial special funds. Chen Wensen, director of Zhejiang Provincial Technical Expert Committee, believes that in the next five years, Zhejiang's composite materials industry will usher in a new round of investment and development boom.
